Its definatly supposed to swing freely. In our first runs it hit the ground and stopped dead and didnt even launch. So we dug a hole under it to swing freely. Thats very important.

It was really halfassed. All the wood was old studs from the deck we were redoing... we just picked them up and nailed them together without planning. It was very sturdy though. Disassembly was a pain, especialy safely getting the blocks and 80lb arm off safely. Then taking it apart was done with a german shovel and hammers. Took a good few hours. Burned it all that night.

I built one... very quickly it's not the best quality.
Loaded up a water balloon:

I found that the biggest adjustments are done by your sling length and also by the angle and length of the pin at the end of the arm for the release. Now that I have learned some about it I want to take some time and make a nice one out of metal pipe.

Nah that was going on a couple houses behind me.
I have a friend I paintball with who could do the welding in his shop at work. I need to get the pipe. I already have some tires I can put it on. I would like to hang the throwing arm on a set of bearings, I would also like fine windage adjustments by rotating it... I still have to scrounge around for parts. I am thinking about having the counterweight as a vessle I can fill with water. That way I could drain it to make it easier to transport, then add water until I get the mass I need.
